The Romanian State, through the Ministry of Foreign Affairs, offers scholarships to foreign citizens to study in accredited higher education institutions in Romania. The program applies to three cycles of study: 1. Bachelor's degree: Dedicated to graduates of high school studies or equivalent (duration 3-6 years). 2. Master's degree: Dedicated to graduates of university/Bachelor studies (duration 1.5-2 years). 3. PhD: Dedicated to graduates of university/Master studies (duration 3-4 years). Priority fields of study include: Architecture, Visual Arts, Romanian Culture and Civilization, Journalism, Political and Administrative Sciences, Engineering, Education Sciences, Social and Human Sciences, Technical Studies, Oil and Gas, Agricultural Sciences, Veterinary Medicine. Scholarships are NOT awarded in the fields of Medicine, Dental Medicine, and Pharmacy. For Bachelor and Master levels, studies are conducted in the Romanian language (a preparatory year is included). For PhD, studies can be in Romanian or a foreign language.

Eligibility Criteria

Foreign citizens coming from all the states of the world, except for European Union member states.
The applicant must not hold Romanian citizenship, did not request or did not obtain a form of protection in Romania, is not a stateless person whose stay on the territory of Romania is officially recognized according to the law.
The applicant must not be a member of the diplomatic and consular corps or family member of the diplomatic and consular corps accredited to Romania.
The applicant must not be a member of the administrative and technical staff of diplomatic missions and consular posts accredited to Romania.
The applicant must not be a staff member of international organizations based in Romania or family member of said staff.
The applicant must present study documents issued by accredited/recognized education institutions.
The applicant must have good results in education, respectively an average of the study years of at least 7 (seven) corresponding to the scoring system in Romania or the "Good" score, as the case may be.
Applicants must comply with the methodology for the submission of the application files.

Financial Benefits

Exemption from the payment of registration fees or any other fees required by application processing, testing for the Romanian language skills, taking the admission contest for doctoral studies, and the specific aptitude tests.
Financing the tuition expenses for the Romanian language preparatory year.
Financing the tuition expenses for the actual studies, but not more than the duration of a university cycle.
Granting a monthly financial aid (stipend) for students enrolled in the Romanian language preparatory year, Bachelor's, Master's, and Doctoral studies.
Accommodation expenses in the student dormitories, within the limit of available places and subsidies allocated.
Medical assistance in case of medical-surgical emergencies and diseases with endemo-epidemic potential.
Discounts for local public, ground, naval and underground transport, as well as domestic car, railway and naval transport.
